Background of prefabricated buildings

Prefabricated building planning has been intensively introduced since 2015. At the end of 2015, the "Industrial Building Evaluation Standards" were released, which decided to comprehensively promote prefabricated buildings nationwide in 2016 and made breakthrough progress; On November 14, 2015, the Ministry of Housing and Urban Rural Development issued the "Outline for the Modernization Development of the Construction Industry", which plans to increase the proportion of prefabricated buildings to over 20% of new buildings by 2020 and to over 50% of new buildings by 2025; On February 22, 2016, the State Council issued the "Guiding Opinions on Vigorously Developing Prefabricated Buildings", which requires the development of prefabricated concrete structures, steel structures, modern wooden structures and other prefabricated buildings according to local conditions, striving to make prefabricated buildings account for 30% of the newly built building area within about 10 years; On March 5, 2016, the government work report proposed to vigorously develop steel structures and prefabricated buildings, and improve the standards and quality of construction projects; On July 5, 2016, the Ministry of Housing and Urban Rural Development issued the "List of Prefabricated Building Technology Demonstration Projects for the Ministry of Housing and Urban Rural Development's 2016 Science and Technology Project Plan" and announced the list of prefabricated building technology demonstration projects for science and technology project construction in 2016; On September 14, 2016, the State Council held an executive meeting and proposed to vigorously develop prefabricated buildings to promote industrial structural adjustment and upgrading; On September 27, 2016, the State Council issued the "Guiding Opinions of the General Office of the State Council on Vigorously Developing Prefabricated Buildings", which clarified the key areas for vigorously developing prefabricated buildings and steel structures, the new building targets for the future proportion of prefabricated buildings, and the key development cities.
On August 28, 2020, nine departments including the Ministry of Housing and Urban Rural Development, the Ministry of Education, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology jointly issued the "Several Opinions on Accelerating the Development of New Building Industrialization". Suggestions put forward: We should vigorously develop steel structure buildings, promote prefabricated concrete buildings, cultivate professionals in the field of new building industrialization, strengthen the talent team in design, production, construction, management and other aspects, and strengthen the continuing education of professional and technical personnel in the field of new building industrialization; Cultivate skilled industrial workers, deepen the reform of the construction employment system, improve the skill level evaluation system for construction industry employees, and promote the integration and connection of academic certificates and vocational skill level certificates. Open up the path of professionalization development for construction workers, promote the spirit of craftsmanship, strengthen vocational skills training, and vigorously cultivate the workforce of industrial workers; Fully implement the new development concept, promote green and high-quality development of urban and rural construction, drive the comprehensive transformation and upgrading of the construction industry with the new construction industrialization, and create a "China Construction" brand with international competitiveness.
