The Beijing local standard "Tent Camping Site Facilities and Services Specification" (hereinafter referred to as the "Standard") will be implemented on July 1st. On June 25, at the exchange and sharing meeting on standardization and high-quality development of Beijing tent campsites, reporters from Beijing Business Daily learned that at present, tent campsites are booming in supply and demand. Camping has changed from a single mode of "tent+landscape" to a compound scene of "camping+scenic spots/farms/music/parent-child", and outdoor theaters and other innovative modes have emerged. However, some camping sites still have safety hazards and can also cause problems such as vegetation damage and garbage pollution to the environment. In response to the above issues, standards have put forward requirements for camping site construction from multiple aspects such as site selection and layout, infrastructure, service facilities, service requirements, and safety guarantees, guiding the industry to transform from extensive growth to high-quality development.
At the sharing session, Ji Shaojun, an expert from the drafting group and associate professor at the School of Tourism, Beijing Union University, systematically interpreted the standard content. Among them, the standard specifies the "four-dimensional safety protection" system for campsites: site selection safety, facility safety, flood prevention safety, and emergency safety; Focus on analyzing the mandatory requirements for ecological protection, service quality upgrade indicators, innovative guidelines for characteristic functional areas, and government enterprise collaborative management mechanisms, providing a basis for industry standardization and operation.
Ji Shaojun stated that tent camping sites have evolved from sporadic to large-scale development and have become a new business model and consumption growth point in Beijing's cultural and tourism industry. In the context of coordinated efforts between supply and demand, there are also certain problems in the construction and operation of tent camping sites in Beijing. From the perspective of tent camping operators, improper site selection may lead to safety hazards in camping sites during construction and operation management. Some camping sites may lack safety management systems and inadequate emergency measures.
The standard has made clear provisions regarding the above-mentioned issues. In the site selection section, a spatial area with good environmental conditions, strong ecological carrying capacity, and in line with the planning requirements of tent camping sites in Beijing and various districts should be chosen; Areas with good accessibility for tourism should be selected, which should meet the target tourist types and reception capacity requirements of tent camping sites such as self driving, cycling, and hiking.
In addition, camping areas should be set up in open areas with a slope of less than 15 degrees, and trees in the camping area should not affect recreational activities; Stay away from protected areas and areas where wild animals and plants are active or growing that pose a threat; Avoid toxic, harmful, radioactive, and other sources of pollution, as well as dangerous areas such as wind farms, high-voltage power lines, and storage sites for flammable and explosive materials.
In terms of infrastructure, the standard proposes requirements for tent camping site infrastructure from eight aspects: water supply and drainage, power supply and lighting, transportation, communication, health and environmental protection, fire protection, signage, and accessibility facilities. Regarding service facilities, the standard proposes facility requirements for tent camping operation services from four aspects: service center, camping area, catering, leisure and entertainment. For example, the service center has determined the requirements for setting up the service center, including the convenient facilities and emergency equipment that the service center should provide; The camping area has set requirements for camping site setup, tents, and other aspects.
In terms of security, standards mainly include three aspects: institutional contingency plans, civil defense and technical defense, and emergency avoidance. This section specifies the establishment of safety guarantee systems, emergency response plans for unexpected events, and also includes provisions for training safety and first aid personnel, camp inspections, and emergency evacuation in the event of disasters.
In addition, some campers camp in locations without basic conditions, leading to problems such as vegetation damage, garbage pollution, and fire hazards. The standards also regulate hygiene and cleaning work.
Beijing Business Daily reporters learned from the sharing session that as of now, there are nearly 200 tent camping sites in the city, forming a diversified and distinctive development pattern. From the perspective of types, it includes study and education camps, sports exploration camps, ecological health camps, music and art camps, and so on. The overall development trend is characterized by the suburbanization of ecological campsites, the specialization of themed campsites, and the convenience of suburban campsites. Some top campsites have achieved innovative integration of "camping+" formats, but small and medium-sized campsites still need to improve their differentiated operational capabilities.
Ji Shaojun stated that the formulation of standards is timely. Based on the existing resource status in Beijing, the standard emphasizes the development ideas of green environmental protection, intelligent development, and barrier free leisure on the basis of requirements for facility guarantee, service quality, and safety management. For example, the standard mentions the construction of ecological parking lots, new energy charging facilities, and other clauses, which guide the industry to transform from extensive growth to high-quality development, provide safe, comfortable, and diverse camping experiences for citizens, while protecting the ecological environment and promoting the healthy and sustainable development of the industry.
